Summary

I have over 45 years’ experience, more than 35 of those at Senior / Management Quantity surveying level, I was then promoted to Chief Quantity Surveyor and ultimately Commercial Manager. Since 2014 having the role of Commercial Director. I am responsible for all commercial aspects of running the company including responsibility for the overall cost control on all projects and I reported on the financial and budgetary aspects of the projects. I am ultimately responsible for the procurement of all sub-contract packages whilst always taking cognisance of Health, Safety and Environmental issues. I have gained significant experience on numerous award-winning projects and forms of contract over all sectors both public and private. These projects have included some of the largest, high value complex projects ever to have been built in Ireland. I played a fundamental part in the creation and implementation of an innovative ISO 9001 accredited Quality Management System the “McNamara Way” within the company which increased quality and efficiency throughout the company. I was also instrumental in the move for the company to achieve environmental efficiency which the company were ISO 14001 accredited for in 2008.

Appointed Chief Quantity Surveyor

  • At which time the company employed 25 Quantity Surveyors who reporting directly to me
  • During this time the company turnover was in excess of €500m making the company the second biggest construction firm in Ireland
  • As Chief Quantity Surveyor, managed and motivated numerous teams on an array of Construction projects over all sectors including Educational, Commercial, Residential, Retail, Infrastructure, Healthcare and many Hotel and Leisure Projects
  • Within a short period of time, decided to standardise the systems, taking the best in class and drawing from my own experience to set up a minimum standard for all Quantity Surveyors to meet
  • Having discussed this with other mangers and directors, they had a similar issue in their own departments
  • I engaged P.W.C as a consultant and in conjunction with two other managers, we created “the McNamara Way” manual which became the company’s own specific Quality Management System
  • The McNamara Way document is designed to ensure all McNamara Construction projects achieve a consistent level of quality which we deemed to be the minimum level of quality required by our employees
  • The focus of this system that was encapsulated within the manual were stringent key principals of Time, Cost and Quality whilst taking into consideration areas such as Innovation, on site Health and Safety and the Environment
  • The new Quality Control System was considered by Managers and Staff as a huge success, a very efficient system, resulting in this system being both practical and user friendly and also comprised standardised forms and documents which could be used by staff in running and administration of their contracts on a day to day basis
  • Other responsibilities as the Chief Quantity Surveyor included the management of the Quantity Surveying function within the company ensuring all quantity surveyors carry out their work to a high consistent level of quality
  • Realising quite quickly that a more detailed cashflow system that could be prepared monthly whilst giving a more detailed and transparent weekly breakdown was required in the current environment where the accuracy of cashflow is imperative and where “Cash was King”
  • The implementation of the new cash flow system resulted with more accurate figures and could be relied on and give confidence to stakeholders
  • Cost/Value (CVR) comparisons and cashflow’s were carried out on a monthly basis for all projects
  • Reported to Directors whilst always liaising closely with the Construction Director and other managers as required
  • A tremendous amount of importance was placed on cashflow and the profitability of the company thus ensuring the company received maximum entitlements under the contracts
  • Responsible also for the preparation of contract documentation, and design team appointments and formed part of the team who carried out bi-monthly reviews of all projects.

  • In January 2011 took a different path and set up as a sole trader in quantity surveying and procurement services
  • The construction industry in 2010 and 2011 was fairly stagnant and a different approach had to be taken
  • Work for NAMA / receivers / funders in completing project such as Community Care Home Navan, Mullingar Hospital, RCSI enabling works in York Street, and Garada station in Ballymun
  • The main role was to complete the projects and maximise the return and obtain payment for the receivers as promptly as possible
  • Work in fire upgrade and room upgrade fitout works in hotels such as the Burlington Hotel whilst the hotel was trading as normal
  • A full quantity surveying and procurement were carried out on various projects for clints such as BAM which involved tendering, procurement and a complete quantity surveying services for an agreed fee.

  • Whilst maintaining the Chief Quantity Surveyors Role and was responsible for all commercial aspects of running the company
  • Had responsibility for the management of the Quantity Surveying, Estimating, Procurement departments within the company
  • Reporting directly to me were all Quantity Surveyors, the Chief Estimator and the Subcontract Procurement Manager and Buyer
  • Also responsible for the execution of Contract Documentation, bonds, warranties, design team appointments etc
  • On all contracts
  • The final decisions on tenders, were ultimately mine after direct consultation with the Chief Operations Officer and then jointly signed off tender analysis (I.V) and management reviews when awarded contracts
  • Quickly forming part of the core team in running the business
  • The core team included directors of the company, holding weekly meetings and who reported to shareholders and other stakeholders of the company
  • The Core team functioned as a committee whilst each held individual responsibilities
  • In conjunction with the accounts department, cash flow charts, cost/value (CVR) analysis etc
  • Were prepared and discussed at the core team weekly meetings, this all formed part of the company business plan, which also formed part of a pack which was issued to stakeholders
  • Worked closely with the Chief Operations Officer which resulted in a seamless management and operation of the Company
  • Weekly Business Development meetings were held with the Chief Operations Officer, Business Development Manager and Chief Estimator to plan and discuss strategy regarding the pre-qualification for future work
  • These meetings were also used to identify future expansion and access competition, activity and trends within the market
  • In June 2010 we made the decision to internationalise the company and expand immediately into the UK market due to the collapse of the construction market in Ireland
  • Having decided to target the public projects in the UK, in fewer than five months the company had achieved remarkable results, having prequalified to tender for several projects and significantly were awarded a £20m (Stg) contract to build the Westminster Lodge Leisure Centre for St
  • Albans City and District Council in early November 2010
  • While working in conjunction with the Chief Operations Officer, Bi-monthly reviews of all projects were carried out with the site teams
  • Reviewed all high level correspondence regarding the administration of the project ensuring that contractual notification and submissions were made in a timely manner thus ensuring the company’s maximum entitlements under the contract
  • Cashflow and profitability were paramount and always given the priority it deserved
  • Gained invaluable experience in dealing with various Forms of Contract from Traditional Build Contracts, Design and Build, Design Build Finance; PPP, Design, Manage & Construct, contracts of sale and be-spoke contracts for Private Clients
